Make it easy to make a POP3 account persistent when creating it outside the Claws wizard
When creating a POP3 account in Claws Mail outside of the wizard (e.g.
if that’s the 2nd email account being created), one has to select a
location to store the email locally. The default location is outside of
~/.claws-mail/, so it’s not persistent.
