Instruct about the possibility of creating a persistent storage when there is none

Before doing #12379 we could display something useful when it’s possible to create a persistent storage but there is none.

We could keep the placement of the “Encrypted Persistent Storage” and replace the password field by a message encouraging to create a persistent storage.

Such a message might help solving two issues from the user testing of the Additional Software beta:

  • P3 expected the persistent storage to appear in Tails Greeter (before she started the session and created one).
  • 3 participants out of 5 missed the new field “Encrypted Persistent Storage” the first time it appeared. See also #15573.

The message in Tails Greeter could also display an option to trigger the creation of the Persistence right when the GNOME session starts. Something like:

“Do you want to create a Persistence to store some of your files and configuration? [On/Off]”
