Dogtail does not work for X applications running as non-amnesia users
So e.g. tails-upgrader, t-p-s (and the chroot browsers #7502) cannot be used by Dogtail. To fix this we just have allow any user access to anything in the at-spi2 policy, which is fine to switch on in the test suite.
