Upgrade lizard host system to Jessie

Expected outcome:

• allow us to do NUMA tuning (numastat from Jessie gives per-command information, see 8.3 on https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux/7/html-single/Virtualization_Tuning_and_Optimization_Guide/index.html)
• a newer libvirt + QEMU might help with #9157 (closed)
• stop supporting Wheezy in our Puppet modules
