Retry with new OpenPGP key server pool member when they misbehave

That is, when we pick a pool member that doesn’t have the key, returns weird SSL errors, or other annoying things.

To force a new member, it may be enough to simply force new Tor circuits, e.g. by using Vidalia’s New Identity feature. We may have to retry multiple times in a row.
