Retry connecting to OFTC when it fails

That is when we get the SSL handshake error, and when the server actually inform us that Tor is block at the moment.

It may be enough to simply force new Tor circuits, e.g. by using Vidalia’s New Identity feature and then click the “Reconnect” button in Pidgin, but I’m not sure. We may have to retry multiple times in a row.
