WIP: make this site localizable

Hans-Christoph Steiner requested to merge eighthave/calyxos.org:make-localizable into master

This is the first steps towards making this site fully localizable. This enables the polyglot plugin, and translates the few chrome strings there are. The menu titles are set in the documents themselves, so those will be handled when the documents are translated.

The question is: should I include everything in this one merge request? Or do it step-by-step?
