backups

* this script is built to be run during an ssh session on a remote machine
* it must be run by a user with root
* it creates encrypted tarballs of a sql dump and the docker volumes
  for the db and keystore
* it leaves comments about how we might go about automating the bit
  about getting the backups off the machine. (for now, @aguestuser is
  doing that manually)
