Optimizing stuff for Tor and for Desktop usage

I tried to remove Signal from user-space (apt download -> apt install) but I rolled it back, because it doesn't fit Tails design. At least I've optimized some wget with torify... and add some comments. Don't forget to change the base URL for downloading the Signal-template.desktop file to fit the real repo.
