french language support for users

Behavior

Using language setting

GIVEN a user with language mode set to french

• WHEN the user issues commands in that language, then they will get responses
• WHEN the user issues AIDE, they will see a list of commands in french
• WHEN the user issues INFO they will see an info list in french

Setting language

GIVEN a member of a channel

• WHEN a user issues FRANCAIS (or FRENCH or FRANCES)
• THEN all subsquent command responses and notifications will be in french

Out of Scope

• localization for devs & sysadmins (french README, french boost commands) see #158 for that! :)
