[tech task] extract default "english mode"

Acceptance Criteria

  • Message sending/receiving works as currently, BUT:
    • english strings (currently app/dispatcher/messages) live in app/dispatcher/messages/english.js)
    • subscriptions table has a language field on it
    • all current subscriptions are migrated to have english in the subscription.language field
    • messenger app/dispatcher/messenger dispatches on subscription.language to pick language of message, always picks english
