load: simulator can subscribe 1000 bots to signalboost

requirements

• fake signal server that always approves verification requests
• strategy for registering 500 bots quickly (either by persisting old registrations or avoiding rate limiting)
• integration with (or modification of) current 10-shard signald docker network config for signalboost
• deploy to staging server(?)

optional

• parameterize number of bots (so that any given load test may simulate load between 1 and 1000 bots)
