• each signalboost instance has a (nullable) INTAKE_PHONENUMBER (defined by env var), which has responses ON and at least one admin
• when a message is received on INTAKE_PHONENUMBER, it is forwarded to admins in a disappearing message including the phone number of the sender (so that they can be made an admin of a new channel)
