german localization of splash site
Context
- It would be nice if the splash site could be translated to all supported languages
- It should be clearly visible that localized versions are available
- It would be nice to have a short direct link to the localized versions

Open Questions
- Should the language entries be next to or on the opposite site of the entries mentioned in #206 (closed) ?
- Is URL/{language}/ a desirable structure ?
- Is the readability worth the higher complexity of translating the #ID's
- Is it a desirable approach to have localized static sites or is html
lang
attribute or some JS solution better ?
