Channel descriptions with line breaks

Context

• A signalboost admin recently tried to add a description to a channel, and said description was truncated at the first line break.

Value

• Signalboost admins should be able to add descriptions including line breaks, emojis, and other fun stuff that helps contextualize what the channel is about!

Behavior

• WHEN a signalboost admin issues the command:

the description should be appended to the welcome notification and the INFO command response in exactly the same format as above.

bonus question: what is the character limit for descriptions?
