As a person managing a comms tool trying to dispatch info to large groups, I am more likely than not to want to be able to get situational awareness from subscriber responses than not.
As a subscriber, I am likely to expect that responses will be forwarded, and it is likely to confuse me if they do not.
As a new admin, I want to be easily able to discover responses functionality. If it is off by default, I might never discover that I can turn it on. If it is on, it is easy for me to arrive at the desire to turn it off.
Behavior
GIVEN a new channel
- THEN responses should be set to ON by default
GIVEN a channel with responses ON
- THEN the first time a subscriber response is received, a second message should be sent explaining how to turn responses off
