Skip pre-compressed files from the tarball

Checking with mauve, but if so, detect and use jekyll-{brotli,gzip} configuration to generate a exclusion list for compressed files (*.html.gz, etc). Instead of just excluding *.gz *.br which could remove tarballs from websites and break downloads.
