Import issues from the former trackers

Description

Issues were migrated from Trac to Taskwarrior and to a TODO, but now they should be migrated to GitLab.

Tasks

• Migrate tasks from the TODO to the GitLab issue tracker.
• Migrate tasks from Taskwarrior to the GitLab issue tracker. Check for data that wasn't migrated from Trac.
