Improve monitoring of TLS certificates

Currently, we only monitor certificates that are published as an HTTPS service.

It'd be good to have:

• Monitoring of the certificate files in the file system.
• Monitoring of non-HTTP services (IMAP, SMTP, Mumble, etc).
