non-ascii User ID lookups fail on systems with non-UTF8 locales
If the user's system locale is using something other than UTF-8, then keyserver lookups for User IDs with non-ASCII values will fail.
On a system with locales configured to use ISO 8859-1, looking up the following User ID will fail:
Antoine Beaupré (work)
This can be traced back to gpg directly:

perhaps monkeysphere needs to explicitly set some LANG or LC_* setting when invoking gpg with the UTF-8 user IDs?
