Confusing or broken workflow: Committee and Council Creation

Use Case:

I am on 'My Groups'

I click 'Create Group'

I am asked to choose one of the following possible types

• Organiztions # works fine
• Networks # works fine
• Committee # ==> trouble ahead!
• Council # ==> trouble ahead!

For either Committee or Council I am asked to choose one of the groups I am affiliated with.

I click on a group and am redirected to their home page. Seemingly the group creation dialog has ended. I am confused.

I guess the idea might be, that I now click on 'Setting' and then 'Structure' to find this groups council and committee creation links, but that is not very self explanatory.

A better behaviour would be, that I am taken directly to group's structure page¹, and not to their homepage.

If that is unreasonable to implement, a hint on the intended workflow would be very helpful. Maybe via a flash notice once the user arrives on the groups page.
