Remove prototype_legacy_helper

it is only used in unused code + test./app/helpers/wikis/diffs_helper.rb and in a test: extensions/pages/wiki_page/test/functional/wiki/diffs_controller_test.rb`

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
