"user" option is required, while the example config file pretends it's not

Without the @user@ option set, I see the rsync handler build commands such as @nice -n 0 su -c /usr/bin/rsync --archive --verbose --delete --acls --rsync-path=rsync --delete-excluded @apt.lizard://etc/ /mnt/tails-backups/apt.lizard//etc//@.

According to the example rsync config file, the user option should not be required.
