ensure well structured translation keys with defaults throughout the help desk
probably using "i18n-cascade":svenfuchs.com/2011/2/11/organizing-translations-with-i18n-cascade-and-i18n-missingtranslations to make it easier to have sane defaults for translations but also allow translators and providers to customize keys in a fairly detailed way.
The main part of work will be to go through all the strings used in the Ticket System and ensure they make sense.
