create webapp git repositories

The webapp will consist of different parts. They should live in diffferent repos and be available as gems.

Here's what we want for a start:

leap-web -- the complete web app that includes the following plugins: leap-web-core -- provides common stuff like bootstrap, ui helpers, etc leap-web-users -- user management leap-web-certs -- certificate management leap-web-bills -- billing leap-web-help -- helpdesk

leap-web-demo -- A styled version of leap-web for the test provider

leap-ca -- the certificate generation daemon
