Automatically set enrollment_policy to "invite" when invite codes are enabled

https://ci.leap.se has invite codes enabled.

But https://ci.leap.se/provider.json doesn't show this. In fact, it shows: "enrollment_policy": "open".

Bitmask client checks the enrollment_policy to tell wether invite codes are needed, see bitmask-dev#7550 (comment 111662)
