Provide a "latest" environment that gets updated on every commit

We decided to have a latest platform env that get updated on every commit, either of the leap_platform or any other server component (soledad, leap-mx etc. deb packages).

Todo

Finish the latest_ci branch so it deploys from platform commits
Find a way to trigger upgrading the packages after successful server deb packages builds (moved to #8780)
Use this env to run the bitmask e2e tests against (moved to #8781 (closed))
