Enable multiple packages in experimental deb repo

The current plan is to upload packages from a git repos main/default branch to the snapshots-platform/dev-platform? deb repo, and packaes from all other branches/MRs to the experimental-platform one.

It would be great to have multiple versions of a package available, so we can install different packages from different brnaches easily.

This is not possible with current reprepro. Alternatives could be:

• freight
• mini-dinstall
• aptly

@micah do you have an option about either of these above ?
