journald subverts log anonymization

On jessie systems, where systemd is enabled, and we have turned on log anonymization in rsyslog, it turns out that journald goes about logging IPs anyways, I filed this issue about this problem:

The only reasonable way I see to deal with this in the short term is to turn off journald entirely on these systems until there is a better resolution to this problem.
