Test tapicero heartbeat

we encountered "Tapicero stops working randomly without any trace in the logs (Bug #6537 (closed))" often. Elijah pushed a possible fix to tapicero:develop, which is deployed by latest leap_platform:develop

in order to assure tapicero is still working, we need to monitor /var/log/syslog for the last tapicero log msg, which should not be older than the last check_mk_agent run (every 2 mins atm).

I already wrote a check for this, i just need to make it more generic and push a merge req.
