logrotate rsyslog regression

When we changed to use rsyslog, there was a change from immediate compress to delaycompress. This is only an issue for upgrades on machines that have been running over a week. I don't think we should worry about this, I'll manually take care of existing machines where this happens and we could suffice with an upgrade notice.
