Build and push current obfs4 server in CI

Seems like we don't have an up-to-date obfs4server docker image. https://0xacab.org/leap/obfsvpn/container_registry/227?before=MTE
Would be nice to have one. Than we can use it in the bitmask-core repo for the introducer integration tests.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
