[build] can minimum required go version be set to `1.21`

This library is used by desktop client (bitmask-vpn) and one of our main targets is debian 12 where go1.22 has not yet landed, leading to the package being not able to build there.

If obfsvpn doesn't have a hard requirement for go1.22 can this be downgraded to g1.21 instead
