Integrate Control Plane

The control plane is not yet containerized and thus not available in docker deployments. As a result Menshen is not aware of running bridge containers and cannot provide the their IPs, ports and certs to clients.

This issue tracks the progress for the integration and documentation of the control plane.

Fixing this issue supports the Solitech deployment process.
