Unify menshen_agent for bridges and gateways

We currently have a "control" REST API service running next to obfsvpn to do essentially the same thing as what we have here. We should integrate that functionality into here so that we don't have to duplicate all these things.

The questions in #1 relate basically to "load" which we don't really care about at this junction.
