Update minimal translated % before including

Switched my device to Arabic that has some missing strings. It's a bit strange to have a bunch of untranslated strings. I think we should up the minimal amount of translated strings https://0xacab.org/leap/bitmask_android/-/blob/master/.tx/config

minimum_perc = 25

There aren't that many strings, and sometimes only an interpunction changes, so let's say 60%? It's a guess, no data to back up that number.
