disable LED flashing for notifications

We don't need flashing LEDs for:

  • connection setup
  • throughput notifications

We can keep/implement it for:

  • blocking VPN
  • new app update (fatweb build flavor)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
