cluster all gateways by location
in previous conversations with riseup, selection will be done by location (city). country codes can be given just for reference.
for reference, the desktop implementation has a gateway pool in which suffixes are appended to location in a canonical way, it would be good to converge on this.
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
