Donation popup opens twice after a fresh install

precondition: wiped app data and "forget vpn" in android's system vpn settings was selected OR fresh new install without a previous bitmask version

action:

1. start the app
2. select a provider, e.g. riseup
3. select a way to connect, e.g. "use anonymously"

result:

1. the app shows the EipFragment and the donation popup appears
2. the user clicks 'donate later' and the popup is still visible (nOK)
3. after a second click on 'donate later' the popup disappears

expected result:

• the donation popup disappears after the 1. click on any button
