Create a TileService for Bitmask

A TileService provides the user a tile that can be added to Quick Settings. Quick Settings is a space provided that allows the user to change settings and take quick actions without leaving the context of their current app. In our case the last selected profile (if available) could be used to quick start bitmask. Otherwise it could open the Dashboard giving the user the possibility to log in and start the vpn manually.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
