MOTD frequency and severity do not do anything

I set the type for the MOTD to be once, yet it is displayed every time the client is started.

I also set the urgency to 'critical', and it didn't seem to do anything different than the less severe setting.

Finally, it seems the dates for begin/end are not doing anything.
