We should disable EIP if the needed helper files are not in place.
Modifying /usr/local/sbin/bitmask-root and saying "no" to the installation of the administrative files doesn't stop EIP to start

It finds an openvpn cert, so it uses it. I don't think that option is necessarily bad, but if we're checking integrity and it concerns to us (which I completely understand), then we should remove at least the certificate that enables the client to start eip correctly.
