Warn the user about missing files in non-bundle installs.
In the debian package (and other packages probably), we've already taken care of installing the helper files under /etc/leap, as long as the policykit file.
However, the act of installing the missing files if we notice their absence will only proceed in the bundle. We need to warn the user about possible dns leaks, suggesting her to reinstall the package in this case.
(also, if we detected --develop flag, we could suggest to run the install_files command -- not yet implemented, but planned).
