Add support for CSS

This is needed to support web-based formats (like epub #68 (closed) ). Technically, css can't contain metadata, but it seems that the everyone is using a block comment at the top of the file as a metadata location.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
