README: Update mat2 Debian packaging status

mat2 is now available via stretch-backports. Therefore, don't recommend to pin unstable, and instead tell users to install from stretch-backports. How to extend the APT sources prior to installing is explained over here.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
