Consider switching OpenPGP key server
As is clear in the comments of #9095 (closed) our current key server (well,
pool), hkps.pool.sks-keyservers.net, is not very reliable. The fact
that it makes it a pain to run torified_gnupg.feature due to picking
bad pool members (or whatever) indicates that we have an actual problem
in Tails; these failures creates a bad user experience.
