Jessie: Administration password required to configure Persistent Volume

I could not configure the Persistent Volume because of lack of administration password. Is this behaviour expected?

This does not happen with Tails 1.3.2 I think…

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
