Offer different upgrade options for older Tails, depending on whether incremental upgrades are possible

As discussed on #8077 (closed), assuming a user is running 1.1, and since then 1.1.1 and 1.1.2 were released:

if incremental upgrades are possible, then they should be proposed to upgrade to 1.1.1; and, after rebooting, to 1.1.2
else (e.g. running from DVD), they should be pointed to the full upgrade process.
