Support obfs4 bridges

See “obfs4 is ready for general deployment: bridge operators needed!” in Tor Weekly News — October 1st, 2014 for details and pointers. Note that to this date, obfs4proxy is not in wheezy-backports, but the package from Jessie should be installable as-in on Wheezy.

Note that obfs4proxy implements support for obfs2, obfs3 and obfs4.
