Make it possible to sort apart the sysadmin tickets that require special privileges
We should make it easier for sysadmin contributors to sort apart tickets they can work on without special privileges.
- Create a Redmine boolean custom field that indicates if a given ticket requires special privileges
- Document this on the contribute/how/sysadmin web page, creating custom Redmine requests as needed
Ideally, the new custom field could be used by other types of tickets as well.
